The Institutions of the West African Monetary Union (WAMU<\/strong>) decided in 1999 to discontinue the direct financing of Member States by the common issuing institution, the Central Bank of West African States (BCEAO<\/strong>), in favour of strengthening the Regional Financial Market as the primary channel for sovereign financing.<\/p>

Through this landmark decision, the Union\u2019s Highest Authorities elevated the Regional Financial Market to the status of one of the principal engines for financing the economies of the Union, with the dual objective of fostering sustainable economic growth and effectively contributing to poverty reduction. Since then, sovereign securities issuances by WAMU Member States, including Treasury Bills and Treasury Bonds, have experienced remarkable growth, both in terms of issuance volumes and the diversification of financial instruments available to investors. This evolution stands as compelling evidence of the soundness and success of the market-based financing model adopted by the Union.<\/p>

Following more than a decade of sustained expansion, the Regional Government Securities Market has entered a new phase of development, characterised by evolving financing requirements and increasingly sophisticated market expectations. To address these emerging challenges and ensure that Member States continue to mobilise resources under the most efficient and competitive conditions, the Union established UMOA-Titres as its specialised regional agency dedicated to supporting and advancing the Government Securities Market.<\/p>

Among its core mandates, UMOA-Titres assists Member States throughout the entire sovereign financing process by providing strategic, technical and operational support for their market activities. The Institution is also responsible for coordinating sovereign securities issuances on the regional market, ensuring that these operations are conducted in accordance with the highest standards of efficiency, transparency, security and market integrity, while promoting successful outcomes for all market participants.<\/p>

It is worth recalling that the eight Member States of WAMU share a common currency, the CFA franc, which benefits from an unlimited convertibility guarantee into the euro. This monetary framework constitutes a major pillar of macroeconomic stability and significantly enhances investor confidence across the Union.<\/p>

Recent global economic crises have further demonstrated the resilience of the Union and its capacity to withstand a wide range of external shocks. This resilience is reinforced by the multilateral surveillance framework implemented by the West African Economic and Monetary Union (WAEMU) Commission, which promotes sound macroeconomic governance, fiscal discipline and prudent public debt management across Member States.<\/p>

The Institution’s official website has been designed to serve as the principal platform for information sharing and dialogue between sovereign issuers and domestic, regional and international investors. It provides comprehensive, reliable and timely information on sovereign issuers and the Regional Government Securities Market for the benefit of investors, market participants and the wider public.
