It serves as the common issuing institution for the Member States of the <\/span><b>West African Monetary Union (WAMU)<\/b><span style=\"font-weight: 400;\">. When it was established on <\/span><b>12 May 1962<\/b><span style=\"font-weight: 400;\">, it brought together the Republics of <\/span><b>C\u00f4te d\u2019Ivoire, Dahomey, Upper Volta, Mali, Niger, Mauritania, Senegal<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>Togolese Republic<\/b><span style=\"font-weight: 400;\">. Today, the Union has <\/span><b>eight (8) Member States<\/b><span style=\"font-weight: 400;\">: <\/span><b>Benin, Burkina Faso, C\u00f4te d\u2019Ivoire, Guinea-Bissau, Mali, Niger, Senegal<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Togo<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">In addition to centralising the Union\u2019s foreign exchange reserves, its core responsibilities are:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>currency issuance<\/b><span style=\"font-weight: 400;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>management of monetary policy<\/b><span style=\"font-weight: 400;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>organisation and supervision of banking activity<\/b><span style=\"font-weight: 400;\">, as well as support for the Union\u2019s Member States.<\/span><\/li>\r\n<\/ul>\r\n<p><span style=\"font-weight: 400;\">The BCEAO enjoys the exclusive privilege of currency issuance across all Member States of the <\/span><b>West African Monetary Union<\/b><span style=\"font-weight: 400;\">. It issues legal tender in the form of <\/span><b>banknotes and coins<\/b><span style=\"font-weight: 400;\">, which have legal tender status and full discharge power throughout all Union Member States. The creation, issuance and withdrawal of currency are decided by the <\/span><b>Council of Ministers<\/b><span style=\"font-weight: 400;\">. The movement of banknotes between States is facilitated by the uniformity of the currency. In relation to printing, the Central Bank conducts ongoing research into currency authentication in order to strengthen the security of the banknotes it issues.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The Central Bank is entrusted with the following fundamental missions:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">defining and implementing monetary policy within <\/span><b>WAMU<\/b><span style=\"font-weight: 400;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">safeguarding the stability of the WAMU banking and financial system;<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">promoting the smooth functioning of payment systems and ensuring their supervision and security within WAMU;<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">implementing WAMU\u2019s exchange rate policy under the conditions set by the <\/span><b>Council of Ministers<\/b><span style=\"font-weight: 400;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">managing the official foreign exchange reserves of WAMU Member States.<\/span><\/li>\r\n<\/ul>\r\n<p><span style=\"font-weight: 400;\">The Central Bank may also undertake, while preserving monetary stability, specific assignments or projects that contribute to improving the monetary policy environment, diversifying and strengthening the WAMU financial system, and enhancing technical and professional capacity in the banking and financial sector.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The management of monetary policy for the Union\u2019s Member States by the Central Bank consists of adjusting overall liquidity in the economy in line with economic conditions, in order to ensure <\/span><b>price stability<\/b><span style=\"font-weight: 400;\"> on the one hand and promote <\/span><b>economic growth<\/b><span style=\"font-weight: 400;\"> on the other.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The Central Bank defines the regulatory framework applicable to banks and financial institutions and exercises supervisory functions over them. In this regard, the <\/span><b>WAMU Banking Commission<\/b><span style=\"font-weight: 400;\">, established on <\/span><b>24 April 1990<\/b><span style=\"font-weight: 400;\"> and chaired by the <\/span><b>Governor of the BCEAO<\/b><span style=\"font-weight: 400;\">, is responsible for overseeing the organisation and control of the banking system within WAMU. The BCEAO serves as the <\/span><b>General Secretariat<\/b><span style=\"font-weight: 400;\"> of the Banking Commission.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">At the request of Member State governments, the Central Bank assists them in their relations with international financial and monetary institutions and in the negotiations they undertake with a view to concluding international financial agreements.
