The country ranked among the <strong>top five most dynamic economies in sub-Saharan Africa in 2025<\/strong>, with growth estimated at over <strong>7.0%<\/strong> <em>(IMF, Regional Economic Outlook \u2013 Sub-Saharan Africa, October 2025)<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Economic activity in Benin has evolved in a context marked by contained inflation, with average inflation remaining below <strong>2.0%<\/strong> over the <strong>2021\u20132025<\/strong> period, the lowest rate in the <strong>WAEMU<\/strong> region. Inflation is projected at <strong>1.3% in 2025<\/strong>, following <strong>1.2% in 2024<\/strong>, compared with an average of <strong>3.5%<\/strong> for all WAEMU countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Benin\u2019s economic outlook remains favourable, with growth expected to remain above <strong>7.8%<\/strong>, driven by dynamic agricultural production, particularly cotton, increased industrial production linked to activity in the <strong>Glo-Djigb\u00e9 Industrial Zone (GDIZ)<\/strong>, and continued progress on major projects under the <strong>Government Action Programme (PAG 2021\u20132026)<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A Dynamic Economy Backed by a Coherent Macroeconomic Framework<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Strong Growth<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Despite growing geopolitical tensions and a regional environment notably marked by the closure of the border with Niger, growth in Benin\u2019s economy has accelerated over the past three years and is expected to remain strong over the medium term. According to forecasts by the <strong>Directorate General of Economy (DGE)<\/strong>, Benin\u2019s economic growth is expected to increase from <strong>6.4% in 2023<\/strong> to <strong>7.5% in 2024 and 2025<\/strong>, and to remain above <strong>7.0%<\/strong> over the medium term, supported by the implementation of the <strong>National Development Plan (NDP)<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Contained Inflation<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This growth momentum is not expected to be accompanied by inflationary pressures. Inflation should remain below the <strong>WAEMU community ceiling of 3.0%<\/strong> over the medium term, following <strong>1.3% in 2025<\/strong> and <strong>1.2% in 2024<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Effective Fiscal Consolidation<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the successive crises facing Benin\u2019s economy \u2014 including the <strong>Russia-Ukraine crisis<\/strong>, the <strong>security challenge in the north of the country<\/strong>, and <strong>climate shocks<\/strong> \u2014 the country succeeded in bringing the fiscal deficit back to around the community ceiling of <strong>3.0% of GDP in 2024<\/strong>. Over the medium term, Benin is expected to comply with the WAEMU community standard by maintaining the fiscal deficit below <strong>3.0% of GDP<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Prudent Debt Management<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Benin\u2019s outstanding public debt stood at <strong>CFAF 6,960.3 billion<\/strong> as at <strong>31 December 2024<\/strong>, up <strong>6.9%<\/strong> compared with 2023, of which <strong>72.6%<\/strong> was external debt. Relative to GDP, the debt stock declined by <strong>1.1 percentage points<\/strong> compared with 2023, to <strong>53.4% of GDP in 2024<\/strong>. Benin is therefore the <strong>third least indebted country in the WAEMU region<\/strong>, and the country is pursuing a prudent debt strategy in financing its <strong>National Development Plan<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of its external resource mobilisation strategy, the country is notably taking advantage of favourable conditions on international markets to replace shorter-term and more costly instruments with longer-maturity financing carrying lower interest rates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>An Ambitious, Participatory and Inclusive National Development Plan<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Aware of the need to strengthen the development planning system in order to achieve the <strong>Benin 2025 Alafia Vision<\/strong>, the <strong>Sustainable Development Goals (SDGs)<\/strong> and the <strong>African Union\u2019s Agenda 2063<\/strong>, Benin adopted a <strong>National Development Plan (NDP)<\/strong> for the <strong>2018\u20132025<\/strong> period. The implementation of this plan is intended to consolidate the achievements of the <strong>Government Action Programme (2016\u20132021)<\/strong> while ensuring continuity in development action from one government to the next.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Structured around key themes such as <strong>human capital development and population well-being<\/strong>, <strong>productivity and competitiveness of the national economy<\/strong>, <strong>environment and climate change<\/strong>, <strong>governance<\/strong>, <strong>institutions<\/strong>, <strong>peace<\/strong> and <strong>security<\/strong>, the NDP was developed using a participatory and inclusive approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategic option adopted is to make <strong>agro-industry, tourism and services<\/strong> the driving force behind <strong>inclusive, sustained and sustainable economic growth<\/strong>, supported by more effective national and local governance, while also investing in human capital and infrastructure. The implementation of this strategy is expected to enable Benin to achieve satisfactory results by the horizon of the NDP, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>faster economic growth between <strong>2017 and 2025<\/strong>;<\/li>\n\n\n\n<li>an investment rate rising from <strong>26.4% in 2018<\/strong> to <strong>33.2% over the 2022\u20132025 period<\/strong>;<\/li>\n\n\n\n<li>a precarious employment rate below <strong>60% in 2025<\/strong>, compared with <strong>83.7% in 2015<\/strong>;<\/li>\n\n\n\n<li>a reduction in the incidence of poverty to <strong>23.2% in 2025<\/strong>, compared with <strong>40.1% in 2015<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For a more comprehensive view of Benin\u2019s economy and investment prospects, download the <strong>country information note<\/strong> available here.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Benin remains one of the most dynamic economies in sub-Saharan Africa, with average growth of nearly 7.0% over the past five years.
