Headquartered in Dakar, Senegal, UMOA-Titres operates as a streamlined, agile institution staffed by elite professionals specializing in financial engineering, macroeconomics, quantitative analytics, econometrics, capital markets law, and strategic communications.
Its organization is based on the following two complementary bodies:
The Advisory Council, providing collegial oversight and strategic policy direction
As a collegial governing body, the Steering Committee is chaired by the Governor of the Central Bank of West African States (BCEAO). It is composed of the President of the West African Development Bank and the Directors General of the Treasuries of the Union’s member states.
The Executive Management team, responsible for operational leadership and execution.
It is responsible for the operational management of the institution and the implementation of its strategic priorities. It oversees the day-to-day operations of UMOA-Titres and contributes to the coordination, promotion, and development of the Union’s Government Securities Market.

Governor of the Central Bank of West African States (BCEAO)
In 1999, the political authorities of the West African Monetary Union (WAMU) enacted a landmark structural shift by phasing out direct central bank statutory advances to Member States, prioritizing instead the development of the Regional Financial Market.
By this decision, the Union’s leadership elevated the regional market into a cornerstone financing mechanism for economic development, designed to catalyze sustainable growth and systematically reduce poverty.

Oulimata NDIAYE DIASSÉ
As Director of UMOA-Titres since 1 October 2023, Oulimata NDIAYE DIASSÉ brings over 20 years of experience in financial markets, debt management and interest rate risk. She oversees the institution’s strategic direction, with a scope covering sovereign financing, debt sustainability and the development of the regional public securities market within the UMOA zone.
Patricia DJÉ
As Deputy Director of UMOA-Titres, Patricia DJÉ brings over 20 years of experience at BCEAO, where she held strategic roles in money markets and macroeconomic analysis. She applies her expertise to the development of the regional market, the stability of the public securities market, support for Member States and public financing across the UMOA zone.
Lamine TIGANA
As Head of Administrative and Financial Affairs at UMOA-Titres, Lamine Tigana supervises the institution’s financial, budgetary and administrative functions. His scope covers resource management, administrative governance, budget monitoring and support to organisational performance in service of UEMOA Member States and the institution’s public market mandate regionally.
Dior DIAW CISSÉ
As Head of Public Securities Market Development at UMOA-Titres, Dior DIAW CISSÉ works on capital markets, regional market development and relations with institutional and private stakeholders. Her scope covers initiatives aimed at improving market efficiency, attractiveness, stakeholder mobilisation and the deepening of the public securities market in the UMOA zone.
Désiré Sejro BOSSOU
As Head of Operations and Public Securities Promotion at UMOA-Titres since April 2020, Désiré Sejro BOSSOU brings nearly 18 years of banking and financial experience. His expertise covers treasury, ALM, market operations, issuance monitoring and the promotion of public securities among regional market participants across the UMOA zone and its financial ecosystem.
Blaise Komla DOGBÉ
As Head of Advisory and Assistance to States at UMOA-Titres, Blaise Komla DOGBÉ works across capital markets, financial risks and resource mobilisation. His scope covers support to Member States, debt management, issuance organisation, investor relations and the promotion of sound practices in public debt management across the regional market of the UMOA zone today.
Assane BELEM
As Internal Controller of UMOA-Titres since 2019, Assane BELEM brings 20 years of experience in internal control, accounting, finance and public securities markets. His scope covers risk monitoring, audits, governance, control of sovereign issuances and support to the modernisation of public financial management and administrative processes within the institution.
Hyppolite DOSSOU-YOVO
As Head of Institutional Communication at UMOA-Titres, Hyppolite DOSSOU-YOVO brings experience in institutional communication, crisis communication, media project management and advocacy. His scope covers institutional positioning, message coordination, media relations, public advocacy and engagement with stakeholders across West Africa’s financial and public sectors.
