REMTP 2022 MASTERCLASS: REPO TRANSACTIONS AS A LIQUIDITY MANAGEMENT TOOL FOR MARKET PARTICIPANTS – A REVIEW OF THE LEGAL AND REGULATORY FRAMEWORK

With a view to keeping the Government Securities Market Meetings (REMTP) alive throughout the year, UMOA-Titres is organising a virtual Masterclass as a continuation of the 4th edition of REMTP 2022.

This very first Masterclass will take place on Wednesday 1 June 2022 at 10:00 a.m. and will focus on the following theme:

“Repo Transactions: A Liquidity Management Tool for Market Participants – A Review of the Legal and Regulatory Framework”

This will provide an opportunity to gather input from market participants with a view to improving the regulatory framework, in light of the new reforms currently under way to align the regulatory arrangements with Basel standards.

As part of efforts to support the development of the money market, and more specifically the interbank market, the WAMU Council of Ministers adopted Regulation No. 07/2013/CM/UEMOA relating to repo transactions in the WAEMU region. This framework sets out the legal basis for repo transactions between market participants.

In addition to serving as a short-term liquidity management tool, repo transactions also help mitigate counterparty risk in interbank market operations. They also remain an essential instrument for market makers as part of an active portfolio management strategy.

As a market participant, taking part in the REMTP 2022 Masterclass on repo transactions will give you the opportunity to learn more about:

  • the current level of implementation of the regulatory framework and developments in the interbank repo market;
  • the importance of repo transactions in the context of active portfolio management and the role of market makers;
  • repo transactions as a short-term yield instrument;
  • possible difficulties encountered by banks in applying the regulatory framework.

Moderated by Désiré BOSSOU, Head of Government Securities Operations and Promotion at UMOA-Titres, this Masterclass will feature experts from the BCEAO:

  • Oulai Clément KPAN, Head of the Prudential Framework Department for Credit Institutions and Decentralised Financial Systems;
  • Ibrahima SAGARA, Head of the Money Market Department;
  • Mamadou GUEYE, Prudential Regulation Officer.

How can you follow the event live on the Zoom platform?

Once you have registered on the event website www.remtp.com, you will receive an email confirming your participation. Then, on the day before the event, a Zoom access link will be sent to you so that you can join the Masterclass.

To access Zoom via the link received, you may either download the application or connect directly on the day of the event through your browser. Click here to watch the demo.

You will be able to join the session from a computer, tablet, smartphone or mini PC, connected to the internet. Simply follow these steps:

  1. Click on the platform access link;
  2. Enter the requested information, if necessary, then click “Join”;
  3. The Zoom webinar platform will open;
  4. Join the meeting.

From the platform, you will be able to ask your questions in real time via a chat box provided for this purpose. Simply type your message in the “Q&A” box, which will be available during the session. Questions will be viewed in real time by the moderator and panellists and addressed during the Q&A session.

A few tips

  • Feel free to log in a few minutes before the start of the session;
  • Use a headset for better sound quality;
  • Where possible, close applications that consume bandwidth to ensure better audio and presentation quality.
